Update VPP dataplane to v24.10 release.

Updating also:

• Binapi generator fdio/govpp to version 0.11.0 and;
• Ubuntu base image to version 24.04.

Note: An issue with memif interface when dual stack is used will be fixed in next release. (memif-problem)

Without arm64 test environment the product can not be built and tested on arm64. No further improvements are planned to support arm64 in NSM.
